United States: an agreement in extremis

Democrats and Republicans have reached an agreement in the Senate to raise the U.S. debt ceiling. Members of Congress have prevented the United States to be in default. After a political arm of Iron 17 days, Barack Obama said he had "lost the habit of governing by the crisis."
